In your opinion, What is the main factor that causes the traffic jam?

We often see Traffic Jam in big cities like Haldwani, and Dehradun. Now, we can also see traffic Jam problems in the hill areas of Uttarakhand. What is the major cause of Traffic Jams and how can our government solve this?
